Newborns lose heat faster than adults, so outside and at home the app dresses them one layer more than you would wear. For sleep it never goes warmer than the chart: a baby is safer slightly cool than too warm.

The app dresses a newborn as if it were a little colder than it is, outside and at home, easing off by six months.
For sleep the sack follows the room at every age, so a newborn sleeps in the same TOG as an older baby. A swaddled newborn wears the swaddle in the sack's place, until the first signs of rolling, around three months.
Under six months, keep your baby out of direct sun: shade, and a wide-brim hat.
At bath time, Nurtura Daily's bath water guide gives a water temperature and a bath length for a newborn.
No hats or loose blankets for sleep. Check the neck — warm but not sweaty means just right.
